The National Eye Institute (NEI) and National Cancer Institute (NCI) is seeking Supervisory Administrative Officers to provide the full range of administrative and management services to programs in assigned Divisions, Offices, or Centers (DOCs) in the areas of budget, procurement, research contracts, travel, training, personnel management, property management, supply, and office services.

Duties

Principal advisor to the senior leadership of the Institute on policy matters affecting operations, including personnel management, financial management, acquisition management, IT support, organization and staffing, physical facilities, and management services. Reviews and evaluates the status of research programs, and determines resources in terms of facilities, funding and personnel utilization, necessary to accomplish specific research objectives. Formulates management objectives, policies, and procedures which will facilitate the execution of division objectives, in consultation with the division initiatives and directs the development and utilization of management techniques, methods and controls for the division. With input from leadership, establishes standards and evaluation mechanisms for assuring high-quality business and administrative services to internal and external customers. Develops special analyses and presentations to justify complex significant aspects of the research programs. Responsible for the oversight and management of designated program budgets, providing program leadership, with guidance and information needed in the management of all budgetary and financial resources. Reviews, analyzes, and edits budget estimates and requests for allocations submitted by program officials for accuracy of technical treatment and format, mathematical accuracy, analysis, adequacy of supporting narrative justification and conformance with budgetary policy and guidelines. Formulates budget estimates for designated programs to include projected costs for all appropriate/relevant resources required to administer the program (e.g., projected staffing costs, services, supplies, equipment, travel, facility/space costs, etc.). Oversees staff in the development of specifications for use in solicitation for services and other contracting documents; development of statements of work and market surveys; development of independent government cost estimates. Monitors performance and compliance with terms and conditions of contracts. Reviews financial status in relationship to program developments and makes decisions on expenditures of unusual precedent-setting nature, those outside of normal budget plans, and those having major program implications. Serves as first line supervisor for the technical and administrative staff, providing a broad range of operational business management to assigned areas. Ensures that the work and support of subordinate administrative staff is effective, efficient, and that the overall delivery of services meets and/or exceeds the needs of the organizations serviced. Serves as a senior advisor on Federal human resources (HR) policies, programs, and practices necessary to implement the business strategies and goals and provides expert HR knowledge to access the resources needed to provide consultative services to achieve desired results Develops strategic plans and initiatives to ensure the HR program is positioned to facilitate organizational changes and anticipate and meet resultant requirements. Identifies and analyzes complex and unique HR issues and recommends innovative solutions to support the goals and mission of the organization.

Qualifications

You qualify at the GS-14 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Planning, developing, executing and monitoring budgets with many different sources and types of funding. 2) Serving as approving official for requisitions of equipment, supplies, and other materials and services. 3.) Providing advice in a variety of human resource areas such as staffing and recruitment, employee development and training, and conflict resolution. 4.) Developing standards/policies/procedures involving administrative functions in an organization.
