The primary purpose of this position is coordinating and facilitating the function of all services, clinical/administrative, which interface with Operating Room functionality. This includes support services such as Fiscal, Acquisition & Materiel Management, Human Resources, Environmental Management, Medical Administration Service, Engineering, Information management, etc. Work with the Surgery Service Administrative Officer to direct improvement and make immediate judgments in time of emergency.
Duties
Maintain and improve systems of delivering health care by developing better programs and policies, improving utilization of resources, designing and overseeing needed changes and being a catalyst for positive change and continuous improvement for operating room functions.
Responsible for translating the policies, theories, and strategies into action within the complex interrelationships that exist in Surgical Service operations.
Maintain relations with peers and counterparts in other medical centers to permit effective cooperation, resource sharing and problem resolution. When presented a problem by management, will aggressively pursue a resolution with minimal prompting.
Responsible on a day-to-day basis for coordinating and facilitating the function of all services, clinical and administrative, which interface with Operating Room functionality.
Take an active role in ensuring that room turnaround standards are met which will require direct monitoring on a near continuous basis of the flow through Surgical Service.
Ability to make sound decisions and to demonstrate the ability when making related recommendations to the Surgery Service Administrative Officer, Chief of Surgical Service and senior leaders. Recommendations and/or actions tracked and followed through completion.
Identify and analyze problems in workflow, work distribution, staffing, performance/proficiency, and organizational structure to improve the efficiency and productivity of the Operating Room.
Ensure that instrumentation and equipment are made available for the daily surgical schedule and in accordance with all relevant policies and procedures. Must work proactively with Surgery, Anesthesia, Nursing, Biomed, Prosthetics, and Sterile Processing to ensure items are available and in working condition.
Has oversight for analysis, managing, coordinating, controlling, purchasing, monitoring, and accounting for a variety of medical equipment and services to support assigned services in the operating room and associated areas including, but not limited to the pre-operative holding, outpatient surgery, and post-anesthesia unit.
Provide and purchase necessary instruments and equipment for the operating room as evidenced by a broad knowledge of not only surgical procedures but budgetary processes as well.
Ability to forecast, budget, manage and control all equipment and service transactions for assigned areas in the medical center.
Serve as the main contact person for all equipment related issues for SPS, OR, distribution, purchasing, and warehouse personnel.
Knowledge to coordinate the procurement and management of supplies, equipment, and instrumentation for the operating room. Facilitate the smooth operation and department interaction between the operating room, central supply and purchasing. A broad knowledge base of all equipment, supplies, and surgical procedures is necessary. Knowledge of all processing, sterilization procedures and protocols of central supply is a must.
The work requires knowledge of Logistics Directive 1761 and Sterile Processing Directive 1116. Must have a working knowledge of procedures and techniques of inventory and property management for a tertiary care facility. The level of knowledge must be sufficient to allow the incumbent to analyze inventory usage, control the level and flow of supplies and provide recommendations to Logistics for changes to the supply program.
Within the parameters of the approved project plan, the employee is responsible for planning and organizing all issues/projects related to the OR, estimating costs, coordinating with staff and management, and conducting all phases of any projects or assignments. Inform management of potentially controversial findings, issues, or problems with widespread impact.
Establish effective interpersonal relationships with physicians, all levels of nursing personnel, Central Supply supervisors and staff, purchasing employees, company sales representatives and vendors, other health team professionals, and support personnel. Act as the patient advocate in the multidisciplinary context. Daily contacts are made with clinical and administrative personnel in the services supported, vendors, and logistics.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/03/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: procurement and management of supplies, equipment and instrumentation; identifying and addressing system related problems and collaborate with clinical and administrative staff to recommend and/or implement a solution; gathering and analyzing data making interpretations; presenting data in many formats including graphs and slides; compile management reports and information; knowledge of medical terminology and purchasing/contracting terminology; forecasting, budgeting, managing, and controlling equipment and service transactions setting up programs requiring financial expenditures; knowledge of medical supply equipment related company sales representative partners/vendors; ability to work with sales representatives to ensure equipment and supplies arrive timely to allow for proper processing and on-time start of procedures. -OR-
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree -or- 2 full years of progressively higher level graduate education leading to such a degree -or- LL.B. or J.D., if related. (TRANSCRIPT REQUIRED). -OR-
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. You must have a combination of specialized experience and education beyond the first 18 semester hours of graduate-level education earned.

Physical Requirements: Applicant must be able to work in a stressful and challenging OR environment. The position will require walking (5 hours), standing (5 hours), moderate carrying/lifting (15-44 pounds), stooping, repeated bending (2-4 hours), and reaching above shoulders while inventorying, receiving, and stocking the areas assigned. Ability for rapid mental and muscular coordination simultaneously, both eyes required, depth perception, ability to distinguish basic colors, and hearing (aid may be permitted). The work is operational in nature requiring the physical inspection, coordination and monitoring of space, merchandise and equipment at different locations. The incumbent will be expected to wear appropriate surgical attire on a daily basis to include scrubs, cap, mask, and shoe coverings.
