About the Position: This position supports the mission of the J-8, Financial Operations Directorate and is located in Falls Church, Virginia or San Antonio, Texas. A recruitment or relocation incentive may be authorized.

Duties

Provide leadership, professional guidance, advice and assistance on all matters relating to senior level military and civilian personnel management and administration. Responsible for the development of the DHA-wide budget policy, planning, analysis, formulation, and presentation; management of the DHA appropriated budget, including reprogramming. Advise on DHA-wide management and administrative strategies, policies, and practices and is the Chief Financial Officer responsible for the budget management and reporting of $3 billion in Federal funds. Oversee the DHA master planning of facilities, capital facility project management, real property management, as well as the acquisition of architecture and engineering services, construction, and facility maintenance and operations related services. Work with staff to provide both strategic and operational oversight of DHA Networks and MTFs. Serve as the principal advisor to the Assistant Director to Resources and Personnel Integration, Deputy Director and DHA Director.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • This position requires DoD Financial Management Level 3 certification within 2 years in accordance with DoD Instruction 1300.26, DoD Directive 5118.03 and section 1599d of Title 10, U.S.C. Once obtained, you must maintain and improve proficiency.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • This position may require the incumbent to work weekends and/or holidays.
  • This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
