The Management Analyst reports to the Chief Administrative Officer and is actively involved with the development, management, execution, and oversight of administrative functions and services of the NCPS, with a specialization in and focus on NCPS logistics management functions, including procurement, contracting, facilities, and property management activities.
Duties

Serves as principal point of contact in the NCPS for acquisition and property management matters, providing leadership, advice, and subject matter expertise in these areas.
Develops, directs, and coordinates NCPS acquisition planning functions, and provides expertise and guidance on planning for future contract acquisitions and all routine and non-routine procurements.
As COR may assist in the performance of post award contract administration duties including incremental funding, cost adjustments, coordination of time extensions, change orders, stop work orders, cure notices,.
Advises other NCPS employees assigned as COR regarding duties and responsibilities.
Develops, collaborates with, and/or assists and guides others in the development of Statements of Work; justification documents; purchase requests (2237); market research; creation of evaluation factors and other solicitation documents for use by the Contracting
Officer in Requests for Information, Requests for Proposals, etc.; and surveillance plans.
Manages the NCPS accountable equipment inventory (EIL) record on behalf of the Associate Director of Administration. Coordinates annual and on the spot inventory verifications.
Maintains the VA Form 0887a VA Employee Government Property Loan Forms for each person who has signed out equipment.
Ability to serve as a senior expert and consultant to management to advise on, develop, and execute an acquisition plan and strategy sufficient to meet the requirements of a national program office.
Knowledge of and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of substantive administrative functions.
General administrative policies and management and organizational theories serve as guidelines for administrative work, which require considerable interpretation and adaptation for application to issues and problems studied.
Serves as the NCPS management liaison with all servicing contracting and purchasing offices.
Incumbent is an approving official for purchase cardholders, and as such complies with the appropriate acquisition regulations.
Establishes, manages, and monitors recurring service agreements, including those with GPO.
Ensures proper SF1's and other documents are created for continuation of work into follow on fiscal years.
Other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-12 Specialized Experience Requirement: Possess one year of specialized experience equivalent to at least GS11 on Federal Service that typically includes, but is not limited to, the following specialized experience examples.
Knowledge of the VA National Center for Patient Safety mission
Interpret and apply Federal and VA acquisition regulations, policies, and procedures
Consultant to management to advise on, develop, and execute an acquisition plan
Administer a supply management program involving a variety of expendable and nonexpendable items
Conduct projects and studies in order to evaluate and recommend ways to improve the organization effectiveness and efficiency
Write with clarity and speak effectively to small and large groups.
Intermediate knowledge of and ability to use spreadsheet software programs
GS-13 Specialized Experience Requirement: Possess one year of specialized experience equivalent to at least GS12 on Federal Service that typically includes, but is not limited to, the following specialized experience examples.

Physical Requirements: The work is primarily sedentary, but occasionally involves walking, bending, climbing stairs. The work also involves coping with complex, persistent demands from a variety of sources that can be regarded as a high-pressure work situation.
