The Incumbent serves as the Chief, Strategic, Capital/Revenue Investment, Planning Team (SCRIPT) Service at the VA Ann Arbor Healthcare System (VAAAHS) and is an executive leader charged with developing, establishing, administering, and executing an integrated delivery service plan that effects nearly 500,000 Veterans across the states of Michigan, Ohio, and Indiana.
Duties
MAJOR DUTIES:
In this capacity, the Chief Strategy Officer (CSO), SCRIPT Service, serves as the principal health system leader in developing strategies for care delivery and operational support, creating and delivering outreach initiatives for Veterans, successfully pursuing opportunities to obtain capital investment funding, and conducting large size, multiple VAMC operational evaluations to improve care delivery and operational efficiencies.
The incumbent is responsible for establishing and maintaining an integrated system of high-level strategic planning, market analysis, enrollee growth, and programmatic evaluation activities carried about by a diverse, multidisciplinary staff of engineers, analysts, health systems specialists, and clinicians which impacts a multitude of Healthcare Systems and Integrated Healthcare Networks.
Develops, analyses, evaluates, advises on, or improves effectiveness of work methods and procedures, organization, human resource utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and other similar functions of management.
Defines and integrates diverse data set elements into a reliable, systematic methodology that allows ease of access with regard to retrieval, projections, cost analysis, assessment of patient care documentation, and establishes consistent definitions of data sets for products and departments.
Performs other duties as assigned.
Work Schedule: 8:00 am to 4:30 pm, Monday through Friday

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13.The grade may have been in any occupation, but must have been held in the Federal service.

General Experience: For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
Plan and organize work; and
Communicate effectively orally and in writing.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Comprehensive knowledge of the range of administrative laws, policies, regulations and precedents, applicable to the administration of one or more important public programs. Knowledge of agency goals and objectives, the sequence and timing of key program events and milestones, and methods evaluating the worth of program accomplishments. Knowledge of key national and VISN-level goals, priorities, values, and other issues to ensure their consideration in making program decisions. Ability to deal with controversial and publicly viable issues, and to resolve concerns. Skill to plan, organize and direct team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied. Ability to establish the structure and process necessary to implement the VISN mission and strategic vision. Ability to collect and analyze data, and subsequently reorganize and tailor programs to fit specific needs to VISN 10 to ensure a more effective, efficient, and productive organization. Ability to administer financial, material and information resources in order to accomplish Network vision, and Ability to explain, advocate and negotiate with individuals and groups internally and externally, verbally and in writing. Ability to network with professionals in other organizations and units both within and outside the VISN. Ability to function in a collaborative environment and function as a team player.
