The Supervisory Management and Program Analyst for the VA Ann Arbor Healthcare System Ambulatory Care Service will report directly to the Associate Chief of Staff (ACOS) and provide collaborative leadership and direct administrative oversight while advising executive management on key operational strategies for Ambulatory Care Service and Community-Based Outpatient Clinics. The incumbent is responsible for analysis and reporting for a variety of complex operational issues and concerns.

Duties

MAJOR DUTIES AND RESPONSIBILITIES: Managerial Responsibilities 40% Provides full supervisory responsibility to administrative staff in the service. This includes oversight of responsibilities for the technical, quality, quantity, and timeliness of work produced by subordinates. Sets priorities and assigns work to be accomplished to meet facility, VISN, and VHA priorities. Incumbent gives advice, counsel, and instruction to individual employees on administrative matters. Interviews, recommends appointments, promotions, and reassignments involving candidates for positions. Responsible for development and accountability of performance standards, assists with writing position descriptions and functional statements, completion of semi-annual and/or annual evaluations for direct reports. He/she will deliver comprehensive oversight for the Associate Chief of Staff (ACOS) and provide indirect supervision to physicians, advanced practice providers, and others in Ambulatory Care Service as delegated. This responsibility includes reviewing and ensuring issuance of performance standards, evaluations, counseling, recommendations for performance awards, disciplinary actions, and selection of new employees. Incumbent conducts special studies and fact-finding investigations in resolving administrative and clinical issues. Serves in delegated capacity from ACOS/Ambulatory Care in the resolution of all Union and EEO complaints. The incumbent will assist with investigating formal and informal complaints made; recommends and / or determines corrective action and requests implementation by appropriate individuals. Provide technical guidance to direct reports and service management officials for successful administrative operations. Provides a safe and healthy work environment for employees and ensures all equipment, supplies and tools are procured timely and are conducive to providing a supportive and productive work environment. Incumbent is responsible for carrying out educational training programs for both new staff and students regarding administrative functions of the Service. Reviews directives from higher authorities and advises the Service Chief, section chiefs, and Nurse Managers on any potential impact on the health care delivery system. Makes recommendations regarding policies and procedures, assist with developing implementation plans to provide cost effective, accessible, and quality health care. Program Analysis Responsibilities 60% Analyzes requirements for space, equipment, supplies and human resource needs and appropriately advises and recommends changes in process/policies as indicated. These are complex needs requiring extensive knowledge and skill in managing large data elements, analysis, interpretation, presentation, and explanation to non-experts. Utilize system redesign methodologies, such as Lean or Six Sigma, to lead process improvement measures geared towards improving overall service efficiency, improving employee and/or patient satisfaction. Seek appropriate stakeholder input addressing concerns in a collaborative and respectful manner. Research and investigate various large and complex VA and non-VA data sources to proactively offer solutions to service and facility issues. Using data analysis and presentation skills to drive personal decision making and influence other service and facility management officials to consider new and creative ways of performing tasks and resolving organizational challenges. Coordinates the communication and collaboration between the management officials across the service, including all off-site locations ensuring service priorities and goals move along reaching project milestones. Work Schedule: Monday- Friday , 7:30AM -4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Grade GS-12: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: At least one year of supervisory experience is preferred. Experience with data analytics tools is preferred but not required. Mastery of advanced management and organizational principles and practices, both qualitative and quantitative, for analyzing and measuring the effectiveness, efficiency, and productivity of administrative, technical and clinical programs, with comprehensive knowledge of mission, organization, and work processes of healthcare delivery systems and operations. Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC Executive Leadership, Clinic Leads, Administrative Leads, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.
