The incumbent serves as a Program Analyst, Veterans Equitable Resource Allocation (VERA) Coordinator for the VA Ann Arbor Healthcare System (VAAAHS) in support of the Strategic Capital Revenue Investment Planning Team (SCRIPT). This position conducts data analyses and education for the VERA Model, which is how funding is allocated to facilities across the Veteran's Health Administration.

Duties

Major Duties and Responsibilities: Independently extracts and summarizes data to perform detailed analyses on all aspects related to the Veterans Equitable Resource Allocation (VERA) and Medical Center Allocation System (MCAS) Models. Plans, prepares, and develops education materials for use in coordinating and conducting formal and informal training programs across the healthcare system about the importance of VERA. Researches discrepancies in VERA financial and workload data, including reviewing computerized medical records to examine diagnostic and procedural data, when appropriate. Develops and implements annual auditing plans to support VERA data validation efforts which assist in correcting critical workload capture errors. Creates and maintains databases that support the benchmarking of data, including financial data, patient population data, and workload data. Keeps management and facility staff informed of VERA program/policy changes. Works with various workgroups and committees to identify data needs; initiates, develops, and executes reports and projects in support of revenue enhancement activities. Serves as a technical advisor to management providing guidance, recommendations, and monitoring of the evaluation of VERA data, ensuring that classification and retention criteria are being appropriately captured. Maintains an effective working relationship with healthcare center staff to coordinate cross-organizational activities which promote accomplishing facility activities in the most cost-effective way. Explores new channels of inquiry and carries out reviews of the manner in which the various organizational elements of the Medical Center interact. Work Schedule: Monday through Friday, 7:30 am to 4:00 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. NOTE: You must submit a copy of your most recent personnel action/SF50. Additionally, An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive and substantive knowledge of the nature of operating programs at this facility and their interrelationships, both medical and professional and administrative. Comprehensive knowledge of the specialized principles and practices of healthcare administration particularly relative to the field of healthcare planning and clinical program coordination/implementation. Assignments require a mastery of VA administrative procedures and depth of knowledge and experience in order to make decisions and recommendations significantly changing or developing important healthcare programs. Mastery of and the ability to apply a wide variety of difficult and complex situations, pertinent theories, principles, practices and technique of management in the health care environment including understanding of statistical, accounting, budget, personnel management, economic principle/techniques, procurements and other administrative areas involved in health care delivery or a tertiary care medical center. Such knowledge is typically acquired through academic graduate study and/or experience in areas such as a hospital administration, public administration, business administration, etc. Extensive knowledge of organizational structure, functions, programs, procedures, etc. of this Medical Center and the VHA in general and the ability to apply this knowledge in day-to-day operations. This includes knowledge of the medical/professional and administrative program at this facility. Mastery of a wide range of quantitative and/or qualitative methods for assessment and improvement of program effectiveness or the improvement of complex management process and systems. Ability to gather, assemble and analyze facts, draw conclusions, devise and implement solutions. Ability to conduct informational interviews and maintain effective relationships with a wide variety of internal and external operating officials. Ability to make oral and written reports and presentations; prepares and presents graphical statistics, presents recommendations and conclusions based upon analysis and evaluations in such form and manner that is useful to management officials, Ability to effectively coordinate and interact with complex organizational relationships at a highly affiliated tertiary medical center. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Preferred experience (not required): Experience gathering and interpreting data from available information systems; Independently researching and assessing data trends; Utilizing data software packages such as Excel and Pyramid Analytics to collect and analyze data for use in evaluating programs; Knowledge of ICD-10-CM and CPT coding, HCPCS coding, inpatient and outpatient coding settings, medical terminology, anatomy and physiology, basic sciences, and the workload capture processes associated with these settings.
