This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Position is located at US Army Cadet Command Deputy Chief of Staff, G8, Fort Knox, KY.

Duties

Perform a variety of resource management functions related to programming, budgeting, and fund control and execution. Monitor the execution of a budget with many different sources and types of funding. Review, edit, and consolidate annual and multi-year budget estimates. Develop recommendations for budgetary adjustments and provide advice on all aspects of the interpretation and application of agency guidelines for the budget execution process. Appropriate direct and minimal reimbursable funds encompassing several budget programs for assigned personnel of serviced organizations.

Requirements

• Term position Not to Exceed 30 Sept 2025.
• The employee must obtain and maintain a Secret security clearance and access.
• This position requires that the employee occasionally travel away from the normal duty station up.
• This is a Financial Management Level 2 Certified ( FMC-02) position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
• 1-year probationary period maybe required.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes work that involves forecasting, analyzing, and developing program and budget formulation, fund control, budget execution, and budget presentation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance, or Business Management, or a related field. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).If you are a current, Federal employee, you must include your pay plan, series and grade in your work experience(s) on your resume submission and/or upload supporting documentation (within-grade increase SF50) to show that you meet the time-in-grade requirement.
