About the Position: This position is located on Fort Shafter, Hawaii, which is near the Historical Palm Circle on the island of Oahu. Duties

Responsible for the development, coordination, integration, and implementation of policies, plans and programs related to the execution of the USARPAC Military Personnel Exchange Program (MPEP) and the US Army Schools of Other Nations (SON) program. Establish and maintain working relationships with the Defense Attache Offices (DAO) and Security Assistance Offices (SAO) in numerous countries and the International Affairs staff of partner nation militaries in the Asia-Pacific. Prepare clear, concise, timely and properly formatted responses to staff action taskers. Plan, organize and host conferences on assigned region and assists other directorates with planning and conducting various studies.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • This position has a temporary duty (TDY) travel requirement up to 10% of the time.
  • This is a Term position scheduled to last three (3) years. A term position may be extended to a maximum of six years depending upon the needs of management.
  • Term employment is subject to a one-year trial period.

Specialized Experience GS-11: One year of specialized experience which includes experience assisting with personnel administrative functions to include but not limited to assisting personnel with travel claims, processing of permanent and temporary travel orders, and formulating a budget. Must have experience working with staff members internal to an organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: One year of specialized experience which includes experience conducting and/or providing advice related to personnel administrative functions to include but not limited to assisting personnel with travel claims, processing of permanent and temporary travel orders, and formulating a budget. Must have experience working with senior leadership and staff members internal/external to an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Oral CommunicationPlanning and EvaluatingTechnical Competence Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
