About the Position: ACC delivers contracting solutions to support the Army and unified land operations. ACC enables Army readiness through global, expeditionary contracting support to warfighters engaged in military operations, weapon systems acquisition, life cycle management, sustainment and acquisition of goods and services.
Duties
Performs all aspects of the Planning, Programming, Budgeting and Execution Systems (PPBES).
Interprets congressional legislation OMB directives and HQDA.
Reviews assigned commands and functions for execution budget and program years to ensure balance.
Evaluates unfunded requirements and recommends reprogramming of funds to ensure adequate and efficient distribution of resources to support funding requirements.
Analyzes funding reviews pertaining to assigned budget and programs.
Establishes and maintains contact with the technical staff and counterparts and elements of HQDA, AMC, subordinate commands/activities on all program and budget formulation and execution matters for assigned programs to ensure continuity of efforts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This is a Financial Management Level 2 Certified position. Must obtain Level 2 certification in Financial Management within 24 months of occupying the position.

Specialized Experience:
In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-02 (GS-11 equivalent) grade level in the Federal service which includes: 1) Reviewing budgets and/or programs to determine progress against approved funding, schedules and objectives; 2) Utilizing all aspects of the Planning, Programming, Budgeting and Execution Systems (PPBES)to allocate resources; 3) Advising on regulations and procedures for the execution of assigned programs and budgets.
This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-02 or GS-11).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
