Duties
Serve as the U.S. Army Pacific (USARPAC) Civilian Harm Mitigation and Response Officer (CHMRO).
Responsible for reviewing, drafting, writing, publishing, and updating deliberate and crisis plans, execution orders, concepts of operation and related documents.
Accountable for the daily administrative operations of the USARPAC CHMR program that includes weekly scheduling, cross-functional collaboration and coordination, progress reporting, and correspondence.
Coordinate tasking responses, work activities, assignments, and projects internal to USARPAC.
Develop strategic/operational plans and exercises in response to crisis, civilian harm to include civilian casualties, and emerging contingencies of USARPAC.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret/SCI security clearance.
- This position is designated as Drug Testing Required. Incumbent is subject to random urinalysis testing in accordance with DA guidelines. Incumbent must complete DA 5019.
- Position is designated as "Emergency-Essential" in accordance with AR 690-11. Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
- Position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Position entails alternative duty schedules (e.g., extended shifts exceeding 12 hours; nights, weekends, or holidays; being recalled for urgent situations; working overtime without notice in response to time-sensitive matters or surge situations).

Specialized Experience: One year of specialized experience which includes experience reviewing and writing OPORDS, OPLANS, CONOPs, and related documents; and experience with strategic and operational planning activities (e.g., policy implementation, development of response plans for crises and contingencies). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
