Duties
Oversees a $5 billion annual design and construction program of military, environmental, host nation, civil works, and interagency and international service programs in Hawaii, Alaska, Japan, Korea, U.S. Territories, Pacific Nations and Asia. Works strategically with the Army, Air Force, Navy, Marine Corps, and the Host Nation governments of Japan and Korea to execute the Department of Defense Military Construction and Host Nation programs, to include the $10 billion Korea Transformation and the $12 billion Japan Defense Policy Review Initiative programs. For the Civil Works and Interagency programs, work strategically with federal, state, municipal, non-government organizations, and stakeholders to execute these programs in Alaska, Hawaii, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. Directly and indirectly supervise over 1750 geographically dispersed personnel to provide leadership and oversight of the development of program delivery strategies, acquisitions plans, programmatic controls, design and construction quality, organizational structure for the Regional HQ, Four Districts, and numerous field offices throughout the pacific. Work strategically with the Army, Air Force, Navy, Marine Corps, and the Host Nation governments of Japan and Korea to execute the Department of Defense Military Construction and Host Nation programs, to include the largest Host Nation Program for USACE; delivering a combined $27. 7B for the Korea Relocation Program and Okinawa consolidation under the Defense Program Review Initiative (DPRI) providing U.S. forces modem state of the art facilities to better posture for future operations in the Indo-Pacific. Integrate capabilities with federal, state, municipal, non-government organizations, and stakeholders to deliver water resource solutions, disaster response, and infrastructure improvements in Alaska, Hawaii, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. Routinely represent USACE in international engagements at the Ministerial level, personally completing approximately 30 engagements and overseeing another 100 engagements annually.
Qualifications
**To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualification(s), and other qualifications, if applicable (such as Education - see below). (1) Mandatory Executive Core Qualification (MANDATORY SUBMISSION) (ECQ)
All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1-inch margins.
Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former SES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
(2) MANDATORY TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
MTQ: Ability to establish and implement a strategic direction and manage a large engineering organization with distributed locations, and collaboration with external partners. Primary emphasis on Military Construction and Host Nation Construction of vertical construction to include hospitals, clinics, laboratories, barracks, and water resources infrastructures to include storm damage reduction, navigation, flood control operations, and environmental stewardship.
Education
