You will serve as a Management Analyst within NAVSUP FLC SD GF.
Duties
You will analyze data to identify trends and work with other personnel to improve the overall program success.
You will be responsible for overall program compliance with policy, procedures and controls.
You will oversee regular generation, monitoring, and assessment of metrics for assigned programs.
You will maintain and support Information Technology (IT) systems that are used for day-to-day operations.
You will manage the command's Travel Program and Government Travel Charge Card Program.
You will be responsible for the command's program compliance of civilian payroll.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing management analyst work such as auditing, and ensuring employee compliance with Civilian Payroll systems (CIVPAY) rules, regulations, and procedures; Time Management (TM) and Government Travel Card regulations; User Management of Timekeeping Systems and performing analytical and evaluative methods and techniques for administering and assessing CIVPAY and TM program development or execution and improving organizational effectiveness and efficiency. Specialized experience must demonstrate performing duties such as 1.) Managing and administering employee timekeeping programs to ensure timely payment of salaries or entitlements; 2.) Analyzing and measuring the accuracy, effectiveness, efficiency, and productivity of administrative CIVPAY and TM programs and technical programs; 3. Utilizing measurement techniques, to include operational audit, work sampling, time studies and proof of concepts to establish baseline standards; 4. Recommending changes to the agency's processes and systems and assist with the development of formal change requests pertaining to Information Technology systems and software functionality; and 5) Resolves discrepancies, manages user accesses, processes employee schedule change requests in a timely manner, provides policy guidance, customer service, and conducts user training.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a Ph.D. or equivalent doctoral degree, LL.M, or have completed three full years of progressively higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
