As an IT Program Manager (Senior Assistant for Strategy) with the Strategy Division, NASA Office of the Chief Information Officer (OCIO) team, you will be responsible for formulating strategies and collaborating with key stakeholders for the OCIO. You will assist the Deputy Chief Information Officer for Strategy, leading a team of highly skilled information technology leaders in the management of strategy, customer engagement, enterprise architecture, business and Center IT management delivery.
Duties
Collaborate with senior IT leaders to develop IT strategies that align with the organization’s business goals/objectives and facilitate communication between IT, mission, and business units to ensure understanding of strategic initiatives.
Develop reports and presentations that communicate the progress of IT strategies and initiatives to stakeholders, including senior executive leadership.
Support governance frameworks and processes to ensure effective oversight and accountability of IT initiatives.
Collaborate with the Strategy Division and customers to identify potential risks associated with IT initiatives, and to develop mitigation plans to address these risks. Support the resolution of IT issues that may impact strategic initiatives.
Monitor and report on key performance indicators (KPIs) and other metrics to measure the effectiveness of IT strategies and initiatives, identify areas for improvement, and provide recommendations to optimize IT strategy and project execution.
Support the Deputy Chief Information Officer for Strategy to develop and refine NASA’s IT Strategy, ensuring it aligns with agency goals and objectives.
Collaborate with mission customers regarding improvements and/or changes to IT processes.
Provide cross-functional integration across the Strategy and Operations Divisions to ensure alignment of initiatives for efficient customer service delivery.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Developing and implementing strategies, including communicating with stakeholders and aligning IT initiatives with mission goals and objectives;
Leading diverse teams and effectively communicating strategic objectives to support long-term mission plans for Information Technology programs and projects;
Conducting business and technical analysis to understand organizational needs, identify gaps, and propose solutions.
AND
IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:
