You will serve as a SUPERVISORY SECURITY SPECIALIST in the Commander Group, Security Office, Technology Protection Office, and Foreign Disclosure Office of NAVAIRWARCENAC DIV. The incumbent serves as the NAWCAD Foreign Disclosure Branch Head who is responsible for implementation and management of the Foreign Disclosure program. The duty location of this position is Patuxent River, MD.

Duties

You will serve as the NAWCAD Foreign Disclosure Branch Head. You will manage the NAWCAD contribution to the NAVAIR Foreign Disclosure effort. You will interface directly with NAVAIR and select DoD Program Managers to ascertain FDO support requirements. You will work with counterparts in maintaining/modifying the FDO service delivery model, make appropriate decisions based on program requirements, resources and timelines and develop/modify strategies to ensure adequate support at minimal cost. You will establish objectives for work to be accomplished and set priorities and critical schedules for completion of work. You will provide technical direction on methods, processes, and actions that will ensure information disclosed is consistent with NAVAIR, Navy, DoD, and National Disclosure policies. You will provide guidance for control and protection of classified and sensitive unclassified material/information during visits and subsequent contacts with foreign nationals and commercial representatives. You will participate in Foreign Disclosure Working Groups with the Navy International Program Office developing program specific Foreign Disclosure national level policy directives, proposed legislation and/or relief from legislation. You will review decisions of the Executive Committee (EXCOM) and Tri-Service Review Board for use as leverage for changes to policy or release of program specific CMI or CUI.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: SC4E1.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13/14 grade level or pay band NM-04 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing guidance for control and protection of classified and sensitive unclassified material/information during visits and subsequent contacts with foreign nationals and commercial representatives; 2) Demonstrating technical direction on methods, processes, and actions that will ensure information disclosed is consistent with policies; 3) Managing Foreign Disclosure requirements for major defense acquisition programs; 4) Conducting and evaluating feasibility studies, risk assessments, and countermeasure identification to resolve existing or potential Foreign Disclosure issues; and 5) Planning, scheduling, coordinating, carrying out and monitoring the effectiveness of the operation portion of a Foreign Disclosure program.
