This is a public notice flyer to notify interested applicants of anticipated vacancies through the STRL Mission Support Direct Hire Authority. Applications will not be accepted through this flyer. Duties

You will be responsible for managing the Executive Special Access Program (SAP) facilities that support the NAVAIR Commander and subordinate Flag/SES leaders. You will validate that SAP security processes and procedures comply with governing DoD manuals and policies by conducting annual self inspections and inventories of NAVAIR Headquarters SAPFs. You will be responsible for development of Special Access Program Security Education Training and Awareness (SETA) for NAVAIR Headquarters personnel, and will provide guidance to subordinate commands in SETA development and tracking. You will plan, schedule, and coordinate Special Access Program Facility (SAPF) assessments and evaluations to determine security compliance for all SAPFs and will report assessment results and resulting demand signal to the NAVAIR DSAPMO. You will establish documented, standard processes for use throughout the organization, will ensure new technology and lessons learned are incorporated in processes, and will establish suitable methods of assessing and continually improving processes. You will will provide SAP Security incident tracking and reporting, and will provide trends analysis on security incidents and develop/execute options to address those trends.

• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the grade level (GS-12/13) or pay band (NH-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as the senior advisor on special access program (SAP) policy interpretation and execution while ensuring compliance to all applicable laws and regulations; 2) Providing training on the safeguarding of information, personnel, property, assets, and/or materials from theft, loss, misuse, fraud, disclosure, espionage, or sabotage, natural disaster, or compromise of information or material; 3) Communicating with high-level officials both orally and in writing on security requirements; and 4) Challenging policy that negatively impacts an organization's mission and providing recommended policy updates to leadership.
