About the position: This position will be assigned to the Shaw AFB Accounting.
Duties
Prepares & manages the operating budget for the seven Force Support Squadron Program Element Codes (PECs) & corresponding responsibility centers & subordinate cost centers. Reviews financial management reports to ensure operations fall within approved funding and to detect errors or questionable or unprogrammed requirements. Coordinates correction of errors detected with the applicable Force Support Squadron cost centers in addition to departments outside the squadron. Briefs the squadron director and staff on the status of funds for the operation of Force Support cost centers. Compares obligations and expenditures and identifies conditions involving over or under obligation of funds. Prepares and conducts reprogramming and adjustments of funding to cover shortfalls, unanticipated expenses, and/or unexpected emergencies, identifying & referring to higher level officials reprogramming actions which require prior approval. Obtains & provides information concerning the propriety of using funds for specific purposes by researching· appropriate legal and regulatory guides. Monitors annual contracts to include minor construction. Reviews annual contracts with appropriate cost center managers to determine validity of contract costs vs. in-house costs and the need for changes. Maintains contract copies. Maintains a liaison with various offices to expedite the obligation and expenditure of funds. Prepares reports for managers, funds TDY orders and monitors proper obligation of funds. Verifies, enters, and adjusts budgetary data in a variety of forms, schedules & reports. Monitors initial distribution, additional funding, unfunded requirements & year-end closings to ensure proper use of funds. Provides advice, assistance, and guidance to activity managers in the development, preparation, and review of the APF requirements/expenditures budgets, income and expense budgets, and cash flow budgets. Conducts analyses, reviews, and special studies of the. accounting procedures, APF budget processes, GPC and government travel card programs, and internal controls used by Force Support Squadron cost centers. Acquires a wide range. of standard equipment, supplies, or services typically described through open market procedures or thro1,1gh orders against established contracts using simplified acquisition procedures.

Qualifying Experience:
Must have knowledge of government accounting principles and practices, methods, techniques, laws, regulations, and generally accepted accounting principles & standards. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budgets is desirable. Must have knowledge of computer operations and the skills to input and retrieve computer produced financial management products and other system data. Skills in compiling and composing both quantitative and narrative financial reports for a variety of agencies based on analyzing financial data and circumstances with effective writing skills sufficient to prepare and communicate correspondence effectively to management are desirable. Ability to gather, assemble and analyze financial data and sources of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data. Ability to communicate orally and in writing. Must be able to satisfactorily complete a National Agency Check with Inquiries (NACI).

Education
