This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a TERM NTE 2 years Budget Analyst position located with U.S. Army Central, Comptroller Division, G8 Directorate at Shaw AFB, SC.
This position may be made permanent without further competition.
Duties
Plans, formulates, programs, and executes the budget of assigned programs by reviewing and utilizing pertinent policies and objectives, and reviewing financial reports.
Reviews and analyzes DoD, HQDA, and USARCENT policies, guidance, and reports to understand impact on approved national programs.
Utilizes a broad knowledge of assigned programs, automated systems and a high degree of analytical skills.
Provides support and recommendations based on sound technical knowledge to program managers for all elements and activities.
Provides in-depth analysis in areas of resource management and stewardship.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Secret security clearance required.
- Temporary duty (TDY) travel up to 25% of the time required.
- One-year term trial period required.
- Incumbent will be required to sign a Statement of Understanding (SOU) regarding term employment prior to entry into this position.
- Financial Management Certification Level 2 required within 24 months of employment in this position.
- Valid US passport required.
- This is a term, not-to-exceed 2 years position, may be extended up to 8 years and may be made permanent without further competition. Return/placement rights back to a permanent position ARE NOT STATUTORY.

Specialized Experience: One year of specialized experience which includes performing work that involves analytical, technical, and administrative work in all phases of the budgetary process, e.g. budget formulation and justification, presentation, fund control and execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
