About the Position:This is a Permanent position as a Budget Analyst, located with US Army Central, G-3 Headquarters Section, Shaw AFB, SC. Incumbent also serves as the section's program coordinator for the division Government Travel Card (GTC) Program.
Telework information: Situational Telework Only, Including emergency and Office of Personnel Management (OPM) prescribed unscheduled telework.
Duties
Performs a variety of analytical and budgetary duties in the formulation, programming, review and execution for all applicable programs.
Manages and coordinates all aspects of the funding, budget preparation, budget review and analysis, and preparation of presentations for all applicable Lines of Accounting (LOA); Contract Management; and the Management Control Program.
Serves as Contract Administrator for all G3/5/7 acquisition requirements.
Assesses the budget process to monitor execution of a budget with various sources and types of funds including allotment, transfer of funds, and reimbursements.
Formulates, justifies, presents, and executes all budgets within the assigned areas of responsibility.
Requirements

- This position requires the incumbent be able to obtain and maintain a secret security clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
- This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
- This is Financial Management Level 2 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- This position is designated as emergency essential.

In order to qualify, you must meet the education and/or specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes budgetary funding within an organization; identifying sources of funding for assigned organizations and programs; reviewing budget policies to determine efficiency and effectiveness; AND experience in governing budgetary policies to assure that budget submissions conform to requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
