About the Position: The employee serves as a Budget Analyst in the 20th MDG Shaw Air Force Base, a Defense Health Agency Military Treatment Facility. This is a Direct Hire Solicitation

Duties

Use statistical forecasting methods such as applied time-series analysis, economic modeling and risk assessment techniques to develop and defend budget estimates and monitor budget execution. Plan, develop, and conduct studies and review of interrelated functions of substantial technical complexity. Provide advice and guidance to management and staff on budget formulation, presentation and execution. Assemble and maintain data and documentation in support of the proposed program budgets. Provide information, utilizing Microsoft Office Products in formats such as charts, spreadsheets, transparencies, summary sheet, and information papers.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 with in 2years of appointment. Failure to obtain and maintain certification may result in adverse action.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes coordinating budget estimates and operations; utilizing statistical forecasting methods to develop and defend budget estimates and monitor budget execution; and planning, developing and conducting studies to review interrelated functions. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. (Note: You must attach a copy of your transcripts). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the two years (total graduate semester hours minus 36) by 18. Add the two percentages.
