You will serve as a LEAD HUMAN RESOURCE SPECIALIST in the Career Development Department, Human Capital Management Group of NAVAIRWARCENAC DIV.

Duties

You will be responsible for personnel support and management services to the military and civilian managers, employees, and tenant activities. You will be the lead for the Training Operations team and is responsible for the planning and administration of employee and organizational training, education, and development programs for the Patuxent River complex. You will communicate team assignments and projects with deadlines and time frames for completion. Works with team members to resolve issues and solve problems. You will train staff on team building techniques and working in teams to accomplish tasks or projects. You will communicate recommendations to the supervisor on actions affecting team and individual awards, rewards, and recognition. You will serve as a subject matter expert, responsible for leading the planning and the administration of training and educational activities. You will provide oversight for training purchasing including but not limited to use and processes of the SF-182, training purchase card, and associated regulations. You will instruct on training systems.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11/12 grade level or pay band (DA-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Technical, subject matter expert on human capital disciplines. 2.) Handles the more complex issues, cases, and provides sound advisory services to management and Command leadership. 3.) Lead, support human capital audits, data calls, and perform or lead special projects. 4.) Plan and develop programs, evaluate results, and use findings in planning, developing, and installing new or modified programs.
