About the Position: The Senior Knowledge Management Officer (KMO) plans, develops and implements Knowledge Management policies and procedures throughout US Army North and Fifth Army (ARNORTH) and its subordinate units. Knowledge Management provides the framework for capturing, harnessing and exploiting intellectual capital, thus improving upon individual and organizational performance.
Duties
Develops and implements policy and program guidance governing the long range implementation and execution of KM initiatives at ARCYBER, in concert with ARNORTH and other DOD and Army KM initiatives.
Determines between the types of knowledge, how it will be structured, shared, controlled and made easily accessible for headquarters and operational members of the command.
Advices senior leadership, develops KM strategies, establishes requisite practices, identifies necessary resources, and monitors project progress to ensure that goals and objectives are satisfied.
As the technical authority, incumbent is delegated complete responsibility for identifying Government and commercial KM best practices.
Establishing methodologies to incorporate best practices within the command.
Implements processes for identifying and incorporating formal lessons learned and informal tips, insights and experience, between and within both the headquarters and operational force.
Develops and implements a change management program to assist in moving the command toward a knowledge-centric culture.
Plans work to be accomplished, setting and adjusting short-term priorities, and preparing schedules for completion of work.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a TERM Position NTE 3 Years.
- This position requires a TOP Secret Security Clearance with eligible access to Sensitive Compartmented Information (SCI).
- Temporary Duty (TDY) business travel will be required approximately 5% of the time.
- This position is a testing designated position (TDP) in accordance with (IAW) Drug Free Federal Workplace Program.
- This is a Mission-Essential (ME) position and is occupied by an agency designated Emergency employee. You will be expected to report to or remain at your worksite during dismissal or closure situations.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- A Supervisory Probationary period maybe required.
- This position is obligated.

Specialized Experience: One year of specialized experience which includes Knowledge Management concepts, processes and methodologies; applying analytical and evaluative methods and techniques to assess Knowledge Management needs and determine gaps; Assessing organizational strategic goals and integrating best practices; Develop Knowledge Management policies and procedures.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
