About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command; HQDA G-2 Foreign Intelligence Directorate at the Pentagon, Arlington, VA.

Duties

Serves as a General Military Intelligence (GMI) analyst in the Analysis Division, Foreign Intelligence Directorate, HQDA, ODCS, G-2. Subject matter expert (SME) on the Middle East and North Africa (MENA). Perform a broad range of immediate and long-range self-initiated staff-level research projects and assessments and acts in an advisory role on MENA national security issues to the Army leadership. Is the Army's primary representative on MENA analytic issues at all DoD, Intelligence Community, and other interagency fora. Oversees efforts of the MENA Team to ensure integrity of methodological approach across the Team and recommends most effective product type and format for dissemination of products. Prepares information papers and briefings to keep the Army leadership (G-2, G-3, DAS, VCSA, CSA, and SA) informed on critical intelligence issues related to MENA that could affect the security of the United States and its allies. Briefs the Army leadership in preparation for key meetings and decisions related to MENA military capabilities, national security policy, and internal developments. Represents Army in the formulation, preparation, negotiation, and consideration of all National Intelligence Estimates (NIEs), National Intelligence Council (NIC) Memos, and Defense Intelligence Publications relating to MENA. Provides intelligence information and analysis utilized in the preparation of Army Staff policies and decisions and in support of Joint Staff actions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two-year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must obtain and maintain TOP SECRET Security Clearance based on single scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • Must perform temporary duty (TDY) travel in CONUS or OCONUS 25% of the time.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). You will be evaluated on the basis of your level of competency in the following areas: Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
