About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Shafter, Hawaii. This position will be filled on a permanent basis.

Duties

Serves as a senior Management Analyst in G3 Force Management Branch, 311th Signal Command (Theater) (SC (T)). Analyzes, evaluates and documents manpower requirements submitted to develop budget audit trails. Applies a comprehensive knowledge of organizational force structure development and manpower management principles, techniques, policies, directives, and procedures. Ensures that all documented military and civilian manpower authorizations are identified under the correct appropriation at HQDA Planning, Programming, Budgeting, and Execution. Documents required and authorized manpower and equipment Modification Table of Organization and Equipment (MTOE), Augmentation Table of Distribution and Allowances (Aug TDA), TDA, and Activity TDA.

Requirements

  • Three year trial/probationary period may be required.
  • Incumbent must be able to obtain and maintain a secret clearance.

Specialized experience would be demonstrated by estimating budget resource needs to complete projects; analyzing data to produce detailed reports on manpower, tables of distribution and allowances (TDA) and Modified Tables of Organization and equipment (MTOE); briefing senior officials on organizational issues; and providing solutions that impact manpower and equipment programs.
