You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (EMPLOYEE & LABOR RELATIONS) in the LABOR & EMPLOYEE RELATION/WORKERS COMP DEPT, FLEET HUMAN RESOURCES OFFFICE, PORTSMOUTH NAVAL SHIPYARD of FLEET HRO PORTSMOUTH NAVAL SHIPYARD.

Duties

You will advise and assist management in all matters related to labor and employee relations, serve as liaison between labor organizations and management, and represent management in third-party proceedings. You will serve as chief negotiator or advisor for management in comprehensive and mid-term contract negotiations. You will review requests for arbitrations from unions for arbitrability, decide acceptance/rejection, select an arbitrator, investigate grievance, prepare witnesses for hearing, present management's case, and prepare post-hearing briefs. You will investigate unfair labor practice charges filed by unions or employees and attempt resolution with union, employee and/or Federal Labor Relations Authority (FLRA). You will review letters of reprimand, notices of proposed disciplinary/adverse action, decisions on disciplinary/adverse action and notices of separation/termination. You will review grievances for acceptance/rejection, advise the Director on grievance processing and prepare grievance decisions for the Director's signature. You will assign work, provide technical guidance, personnel management, performance management, position management, oversee training, recommend promotions, approve leave, recommend awards, resolve disciplinary issues, and administer EEO policies.

  • Occasional overtime may be required.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must demonstrate the following: Experience with federal personnel management, labor relations, employee relations and EEO theories, principles and practices. Experience providing the full range of labor relations and employee relations programs to all employees. Experience with negotiations to clearly present complex and interrelated concepts and information to management and labor. Experience providing advice and guidance to management on premium pay, back pay, hours of work, overtime, holidays, shift change, excused time for voting, leave administration, political activities, standards of conduct, discipline, adverse actions, grievances, reasonable accommodation, disability, etc. Experience performing supervisory duties such as assigning and prioritizing work; providing technical guidance, personnel, performance and position management; identifying training needs; interviewing/selecting candidates for vacancies; recommending promotions and awards; resolving disciplinary issues and administering EEO policies.
