About the Position: This position is located in the Keller Army Community Hospital Department Human Resources Division West Point Health Service Area, NY.
Duties
Coordinates with other functional SMEs to ensure Human Resources (HR) Standard Operating Procedures (SOPs) are properly integrated with other functional SOPs.
Briefs Civilian Personnel and/or Payroll directives, methods and objectives to managers and other personnel for obtaining data and expertise on operations.
Advise Command personnel on a variety of procedural and policy matters for a range of civilian workforce management functions related to recruitment/staffing, position management.
Keep abreast of and advises KACH leadership and staff of changes affecting these functional areas.
Analyze current and future organizational skills requirements and capabilities, identifies competency gaps, and designs recruiting plans and programs.
Act as the hospital liaison to the Civilian Human Resource Agency (CHRA), Civilian Personnel Management Service, Defense to assist management in the effective utilization of workforce resources.
Coordinate and respond to information and data calls from the Medical Readiness Command-East(MRC-East), Defense Health Agency (DHA),
Act as a liaison in all aspects of the Physicians and Dentists Pay Plan (PDPP) program or any other compensation program.
Coordinate enrollment in the U.S. Army Medical Command Placement Program for MP2.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent may be required to provide telephone guidance to system users after duty hours or on weekends.
- Position may require Occasional TDY and overtime.

Specialized Experience: One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable:1) Participating in the identification and development of data required for use in the management and direction of Human Resource programs; 2) preparing guidance documents for work plans in reference to Civilian Personnel recruitment, on-boarding, benefits, leave, payroll (Automated Time Attendance and Production System (ATAAPS), evaluations-DoD Performance Management and Appraisal Program (DPMAP), and/or awards programs. 3) researching program methods and establishing procedures for program requirements for the various HR subject areas. Assignments were made with the objectives, priorities, and deadlines defined. Work was planned and carried out independently in accordance with proven techniques, methods, and practices. Controversial use of approaches or modifications of standard procedures were typically discussed with a designated person before being carried out.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, healthcare administration, statistics, or human resources.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
