Duties
Serves as the principal military personnel management action officer in Defense Contract Management Agency (DCMA), in the overall management of active duty and reserve military personnel assigned to the Agency.
Manages the DCMA military manpower system, the assignment management system (AMS) and the military personnel data system (MilPDS).
Serves as expert for all military service specific questions; provides advice and guidance to DCMA activity commanders, members of the headquarters staff, and individual service members.
Assures that the staffing patterns provide for the most effective use of available military personnel to maximize awareness, sensitivity, and responsiveness of DCMA's mission as a Combat Support Agency.
Evaluates functional transfers and personnel requirements in relation to the Military Service's programs to determine if military manning is consistent with DoD policy.
Develops and coordinates requests for deviations/changes to established DCMA military personnel staffing policies and patterns with other HQ principal staff elements having a collateral interest and acts to resolve staff differences.
Accomplishes a variety of related staff actions to include Congressional correspondence, justification of military resources to OSD, inquiries from the DCMA command section, etc.

Qualifications
To qualify for a HR SPEC (Military), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Managing the military manpower programs for geographically separated organizations.
Conducting research into the staffing patterns of military personnel throughout an organization.
Negotiating military manpower authorizations/end strength adjustments with internal and external stakeholders.
Identifying positions for potential military-to-civilian conversions and assesses the short- and long-range impact of such action.
Serving as a consultant to Agency personnel on military manpower policies, patterns, and requirements.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
