This position is located in the Office of the Chief Financial Officer, National Finance Center, Government Employee Services Division (GESD), Mainframe Applications Directorate (MAD) in New Orleans, LA.
The incumbent will serve as a team member responsible for providing application programming support for new, redesigned or Commercial Off The Shelf (COTS) software.

Duties
Serves as a project/technical lead for work involving the full range of applications development activities for software projects.

Designs, normalizes, develops, installs and implements databases to include maintaining, monitoring, performance tuning, backup, and recovery of databases.
Developing and maintaining programs using Common Business-Oriented Language (COBOL).
Develops the job control language (JCL) or scripts required to process the program or series of programs in both test and production environments.
Tests computer applications and programs, to include developing application and program test plans specifying its methodology and constraints.
Manages frequently shifting work request priorities to design, program, test, modify, refine, and integrate a related group of software programs with shared data and attributes.
Requirements

Qualifications

Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade level (GS-11) or pay band in the Federal service or equivalent in the public sector. Specialized experience for this position includes: Developing, testing, and using job control language(JCL), and a variety of software languages such as: Common Business-Oriented Language (COBOL); Programming databases, such as IDMS or IMS; Applying application software development concepts and techniques, such as designing, coding, testing, resolving errors and maintaining programs using mainframe tools; Following the Software Development Life Cycle methodology and/or Capability Maturity Model (CMM) requirements to develop required documentation and IT material, Performing full range of applications development activities for software projects using configuration management and file transfer tools.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
