This position is located in the USDA, Office of the Chief Financial Officer, National Finance Center, Government Employees Services Division (GESD), Personnel Applications Systems Branch (PESB).
The primary function is managing, coordinating, and implementing personnel applications related to the processing of personnel and payroll documents.
Duties
Maintain IT application systems program documentation in accordance with established standards.
Aid in the creation and development of the functional systems requirements for all new, redesigned, or modified segments of the personnel/payroll systems or like systems.
Perform detail systems design and development activity for new or redesigned personnel applications to ensure timely completion.
Establish and maintain management control systems to monitor activities, identify problem areas, and initiate corrective action.

Qualifications
Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-13 grade level or pay band in the Federal Service or equivalent experience in the private or public sector performing the following duties: Managing, coordinating, and implementing personnel applications related to the processing of personnel and payroll documents; serves as lead programmer on various IT applications and responsible for significant portions of executable code.
Encouraging staff to identify strategies to improve, consolidate or eliminate duplicative processes which impede excellence in customer experience; Responsible for staffing and managing allocated resources, including people, time, technology, facilities, contracts, and funds; and actively participates in all personnel matters (recruitment, staffing, promotion, training, evaluation and discipline).
