This position is located in the USDA, Office of the Chief Financial Officer, National Finance Center, Government Employees Services Division, Web Applications Directorate, Payroll Web Systems Branch in New Orleans, LA.
The incumbent of this position will design and direct the implementation of information technology (IT) applications.
Duties
Utilizes knowledge of complex computer programming and operating techniques.
Utilizes knowledge IT concepts and advancements and adopt them for use in agency applications.
Programs computer applications of large size and complexity.
Designs and direct the implementation of information technology (IT) applications.
Decides where new technologies could be adopted for use by agency and either directs the implementation of those technologies or advises management on implementation decisions.
Provide advice, counsel, or instruction to employees on both work and administrative matters.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in Grade: GS-14: Merit promotion applicants are required to have held a GS-13 position or equivalent for at least one year to be eligible for the GS-14. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted.
Specialized Experience:GS-14: One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped you with the particular competencies to successfully perform as an Information Technology Specialist (APPSW). Specialized experience is defined as a Comprehensive knowledge of Federal IT, departmental, and agency regulations and standards as applied to programming procedures and skill in programming computer applications of large size and complexity which includes expertise in Hypertext Mark-up Language (HTML), programming languages such as Java, Javascript, and VBScript, other web tools, and utilities. AND
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
