Duties
You will manage the cost, schedule, and performance expectations of assigned programs.
You will oversee the research, development, testing, integration, and maintenance of complex cloud architectures and enterprise services, ensuring optimal operation in commercial cloud environments and on-premises private clouds.
You will plan, monitor, control, and report on project activities, develop management, engineering, risk plans, schedules, and procurement strategies, using current tools and best practices for IT acquisition, planning, and budgeting.
You will represent the command in high-level committees and groups, defending the activity's position, influencing resource allocation, and driving major changes to project/program goals.
You will manage high-ranking stakeholder requirements from external agencies, justifying, defending, negotiating, or setting significant or controversial issues in highly unstructured settings.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Cyberspace Workforce position, work role code IT Project Manager, proficiency level Intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical, operational, and acquisition support in the application of analytical processes to the planning, design, and implementation of new and improved information systems and efforts.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.IT-related experience demonstrating this competency include: Ensuring the integration of all IT systems components; e.g. procedures, databases, policies, software, and hardware; planning systems implementation; and/or ensuring the rigorous application of information security/ information assurance policies, principles, and practices to the systems analysis process.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.IT-related experience demonstrating this competency include: Applying analytical processes to the planning, design, and implementation of new and improved IT systems to meet the requirements of customer organization.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.IT-related experience demonstrating this competency include: Communicating professionally and effectively with a wide array of customer and contractor personnel from working level to senior management.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.IT-related experience demonstrating this competency include: Ability to use systems engineering processes to design and integrate disparate IT systems into a valuable solution.
