About the Position: Join us at the United States Southern Command. We provide direct support to a four-star Unified Combatant Commander, but are compact enough that our staff also works with senior leadership representatives of our inter-service, inter-agency and (public and private) international partner organizations. Our contribution to furthering our country's relationships with Caribbean, South and Central American nations and peoples are substantial.
Duties
Serve as a senior program analyst providing resource management support in programming to a unified command for all Army, Air Force, Navy, and Defense Agency resource initiatives.
Responsible for coordinating USSOUTHCOM’s resource requirements through the Services’ Program Objective Memorandum (POM), Budget Estimate Submissions (BES), and the President’s Budget.
Prepare justification summary for congressional testimony on program requirements and description.
Determine if programs meet criteria of strategic goals to be incorporated into the Integrated Priority List and the Program Budget Review (PBR).
Assess command resource actions for project feasibility, planning, programming thoroughness, and milestones.
Review unified staff/service components proposed requirements for cost effectiveness and conformance to policy and priorities.
Lead on developing and coordinating the Integrated Priority List (IPL) and the Program Budget Review (RPB) process across directorates.
Develop Program Objective Memorandum (POM) Annes input to the service components and act as the primary point of contact for resource and programming issues.
Serve as the information systems administrator for the Planning, Programming, Budgeting, and Execution System (PPBE) and its sup-systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires obtaining and maintaining a Financial Management Level 2 Certification.
- Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent Army employee.
- Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted.
- Position may be made permanent without further competition.
- This position is an obligated position to which former incumbent has statutory reemployment rights under 10 USC 1586.

Specialized Experience: One year of specialized experience which includes gathering and assembling data for Program Objective Memorandum (POM) input; applying knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process to prepare budget requests and funding appeals; reviewing resource actions for feasibility and programming thoroughness; providing recommendations on command programming actions; generating briefs and information papers to assist for decision-making and approval processes.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
