About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Office of the Chief of Staff of the Army, HQDA Program Management Directorate (PMD) in Joint Base Lewis-McChord, Washington.
Duties
Serves as a Logistical Management Specialist in the Program Management Directorate, Office of the Chief of Staff, Army (OCSA).
The work involves identifying specific requirements to support the mission and correlating those requirements with program plans to assure that the needed support is provided at the right time and place.
Supports the organization in the procurement, shipment, receipt, storage, issue, and accountability of standard and non-standard equipment.
Initiates procurement actions to include evaluation to determine material requirements, cost analysis, obtain required quotes and sources worldwide (CONUS/OCONUS) as required.
Manages and monitors the disposition of property and initiate actions required for obtaining shortages of all standard Army property.
Ensures proper management, coordination, control of inventory, systems of inventory management, maintenance, supply, transportation, and all other logistic requirements associated with security of and accountability of all property. (IPB)
Creating standardized equipment nomenclatures and assigning specifically registered nonstandard Line Item Numbers (LIN) and Item Identification Number (IIN).
Manages and distributes specific equipment in support of a Sensitive Compartmented Information Facility.
Act as liaison with higher headquarters and other agencies representing the organization in coordination and planning activities.
Interpret and integrate regulations and precedents to make decisions which affect and often determine the supply support policies and
procedures supported elements.
Plans, designs, and develops packaging methods and techniques to protect supplies, materials and equipment upon receipt, storage, and
transport.
Performs weekly updates of issues, turn-ins, transfers, and reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two-year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- Temporary Duty (TDY) Travel may be required 25% or less of the time.
- Must obtain Level II Life Cycle Logistics certificate within 24 months of being hired.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes providing supply services, facilities management, and resolving supply/logistical problems using a standardized automated property book management system and dealing with the receipt of property. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
