About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Office of the Chief of Staff of the Army; Program Management Directorate (PMD) in Joint Base Lewis-McChord, Washington.

Duties

Serves as a Logistics Management Specialist for the Program Management Directorate, Office of the Chief of Staff, Army (OCSA). Responsible for receiving, reviewing, researching, preparing and providing the Detachment Director recommendations for approval to the Senior Army Leadership for support to DOD and non-DOD agencies. Reviews all support requirements to determine feasibility, legality and cost. Represents Department of the Army (DA) at Office of the Secretary of Defense (OSD) and national level forums to discuss Army logistics capabilities and program support. Reviews logistics databases and coordinates with Army agencies to track and deconflict status of materiel. Applies fiscal policy to the degree necessary to ensure that Army support is fully reimbursed in accordance with applicable policies and law. Coordinates pricing and availability of materiel. Initiates military interdepartmental purchase requests (MIPR),coordinates acquisitions from existing contracts and when necessary, initiates actions for new materiel acquisition contracts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two-year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Employee must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
  • Temporary duty travel (TDY) will be required less than 25% of the time.
  • Must obtain Level III Life Cycle Logistics certificate within 24 months of being hired.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes 1)advising management on logistics operations; 2) executing complex logistics projects; AND 3) analyzing logistics requirements to support systems worldwide. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
