This position is located in the Bureau of Population, Refugees, and Migration, Office of the Executive Director (PRM/EX) and serves as the Executive Director with full responsibility for the development, direction, coordination, and management of full and comprehensive programs in such areas as organizational management, financial management, administrative services, human resources (HR), information technology, and emergency planning.

Duties

Responsible for the oversight, direction, planning, and management of administrative operations and policies for the Bureau. Plans, directs and coordinates the delivery of administrative management services including human resources, space, property, facility management, domestic and international travel authorization, supply management, credit card purchases, budget, etc. Consults with senior officials to ascertain the Bureau’s direction and needs in key program areas to develop and implement the most effective and efficient processes to provide exceptional support to all aspects in fulfilling its mission. Oversees administrative planning and evaluation; financial, HR, and information management; employee relations; workload analysis; internal controls; contracting and procurement and administrative program and project management to improve efficiency. Carries out related duties and responsibilities involved in the management and oversight of the work of subordinate supervisors and through them Federal employees and contractor staff.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing directives, policies, guidelines, and procedures governing all administrative and management programs and operations. Experience developing administrative budgets and spending plans for an organization. Experience planning work to be accomplished by subordinates setting and adjusting short-term priorities and preparing schedules for completion of work. Experience developing strategic plans, setting goals, and providing policy direction to staff relating to administrative functions of an office (ie. human resources, budget management, travel management, and general services functions). There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
