You will serve as an Intelligence Specialist/Campaign Manager and collection Subject Matter Expert responsible for performing a wide range of complex tasks using comprehensive knowledge of campaign management for a sensitive Nave collection program. You will ensure campaign team efforts and resources best address identified service-level collection requirements. This position is located at the OFFICE of MARITIME ENGAGEMENT in Suitland, MD.
Duties
You will provide timely and actionable support to enable organization collection operations.
You will serve as Subject Matter Expert on working groups to plan and develop collection strategies.
You will plan and develop internal strategies and participate in meetings to resolve problems.
You will utilize automated collection management and reporting systems to track requirements and reporting.
You will establish and maintain substantive ties with Dept. of Defense and national-level agencies to exchange information and cooperate on collection requirements of mutual interest.
You will recommend solutions to address emerging issues that might impact the organization's ability to meet prescribed timelines and expectations for direct tasking.
You will ensure the organization remains responsive to evolving mission requirements, monitors program performance, and provides feedback for solution development.
You will analyze data and evaluate the effectiveness of alternative courses of action and strategies needed to address complex, controversial, and multi-faceted issues.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a two-year DCIPS trial period requirement.
- CONUS and OCONUS travel may be required.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Design, implement, and manage tailored campaign collection strategies to satisfy strategic-level intelligence collection requirements; 2. Analyze data from multiple sources to identify the causes of intelligence analysis, collection, and production issues and recommend courses of action that balance the interests of the mission and stakeholders; 3. Build and maintain a working network of high-level professionals across multiple organizations within the Intelligence Community (IC) that can be called upon to solve non-routine problems.
