You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the Department of the Navy Civilian Benefits Center of OCHR NORFOLK OPERATIONS CENTER. ***This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. Duties

You will counsel employees on the impact and implication of laws, regulations, entitlements and obligations under various optional retirement systems. You will determine employee eligibility for optional and disability retirement and prepare retirement annuity estimates utilizing computer software. You will prepare Voluntary Separation Incentive Payment (VSIP) calculations. You will resolve optional and disability retirement problems which require the incumbent to utilize a comprehensive knowledge of retirement laws, regulations and procedures. You will counsel employees regarding eligibility to continue Federal Employees Health Benefits (FEHB) and Federal Employees’ Group Life Insurance (FEGLI) coverage into retirement. You will complete optional and disability retirement actions electronically using the Defense Civilian Personnel Data System (DCPDS). You will conduct briefings regarding retirement and benefits for the organization's serviced employees. You will utilize the Defense Civilian Payroll System (DCPS) to review employee pay data and solve benefits problems.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing assistance with retirement and/or employee benefits briefings for serviced employees utilizing practical knowledge of retirement, health and life insurance laws, regulations, and policies; utilizing a data personnel system and payroll system to assist with processing personnel actions regarding retirement and/or employee benefits; and utilizing Microsoft Office systems to assist with administrative function of a retirement and benefits program. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-07:
Successful completion of one full year of graduate level education
or
Superior academic achievement
or
Have a combination of education and experience that equates to 100% of the requirement.
