About the Position: This position is located within the G-8, Resource Management, Medical Readiness Command, Fort Sam Houston, Texas. The primary purpose of this position is to serve as the Budget Analyst for the Medical Readiness Command (MRC) and point of contact for all General Fund Enterprise Business System (GFEBS), Defense Travel System (DTS), Government Travel Card (GTC) issues for subordinate entities located through multiple states and overseas locations.

Duties

Manage the execution of Medical Readiness Command (MRC) financial and manpower resources required to support mission programs in areas such as planning, programming, and budgeting. Perform a wide range of administrative and analytical duties in the formulation, presentation, justification, and execution of command budget. Maintain communications with activity budget personnel and monitors activity budget requirements. Review, approve, modify or disapprove requests for allotments of funds. Control and direct release of approved programs and funds to organizations. Defense Travel Administrator (DTA) for the Defense Travel System (DTS), providing support by approving and processing applications, processing inquiries, and assisting employees on a wide range of Government Travel Card (GTC) issues. Monitor the execution of activity budgets with many different appropriations and types of funding. Analyze trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plans are being met. Utilize automated systems such as General Fund Enterprise Business System (GFEBS) to input and extract data. Verify obligations and expenditures are processed accurately into the automated accounting system.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 Secret security clearance or access for the duration of employment.
  • This position requires a Confidential Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entry and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army certification requirements within 24 months of appointment.
  • This position requires the incumbent to file on a yearly basis a Statement of Employee and Financial Interest (DD Form 1555), in accordance with AR 600-50.
  • This position requires a Financial Management Level 2 Certification. Failure to obtain this certification within 24 months may subject the incumbent to adverse action.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • This position requires applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series. This position is subject to screening and update of required immunizations unless exempt.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationBudget Formulation, Justification and PresentationConcepts, Policies, and Principles of BudgetFinancial Management Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
