This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Supervisory Budget Analyst in the Budget Execution Division, Headquarters Installation Management Command (IMCOM) at Fort Sam Houston, Texas.
Duties
Responsible for a team of budget analysts performing work in all phases of budget administration for one or more IMCOM Directorates.
Responsible for the preparation, presentation, and execution of the Army's multi-billion dollar Command Annual Budget.
Develops, implements, and advises on agency-wide policies and controls for the obligation and expenditure of funds.
Collaborates with HQ IMCOM functionals for release of funds to the Regions and Installations for specific programs.
Reviews monthly obligations, compares to spend plan, and performs analysis.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Financial Management Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized Experience: One year of specialized experience which includes experience formulating and executing budget strategy of multi-billion dollar Operation and Maintenance Army (OMA) appropriations Command Annual Budget for one or more of the following programs: Base Operations Support, Supplemental Global War on Terrorism and Temporary Change of Station (GWOT and TCS), Sustainment, Restoration and Modernization (SRM), Army Family Housing (AFH), Other Procurement, Army (OPA), Family Advocacy Program (FAP)/Relocation Assistance Program (RAP), Fish and Wildlife, Sales and Out Lease, and Forestry. Experience utilizing financial management systems such as, General Enterprise Fund Enterprise Business Systems (GFEBS), IMCOM On-Line (IOL) and Operational Data Store (ODS) to retrieve information used for status of funds, audit, analysis, and/or for preparation of reports, briefings, etc. Experience briefing senior leadership on execution status or budget issues.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
