About the Position: This position is located within the Resource Management Division at Brooke Army Medical Center at Fort Sam Houston, Texas.

Duties
Responsible for planning and accomplishing work assignments to include the development and presentation of multi-year budgets for assigned programs/activities.
Supervises employees engaged in budget development and execution functions.
As the Subject Matter Expert, performs budgetary planning and analysis functions for assigned areas of responsibility.
Serves as technical authority on assigned budget appropriation matters.
Develops cost factors, ratios, tests, and other means of evaluating the status of funds for assigned areas of responsibility.
Monitors programs initiated by subordinate program managers to assure plans, schedules, etc. are in consonance with stated objectives and requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the NDAA 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: (1) Analyzing budget data to ensure compliance with prescribed laws, policies and regulations; (2) Providing budgetary briefings to management or senior leaders; (3) Analyzing medical facility budgetary data and trends to assess effectiveness of expenditures; (4) Overseeing projects or personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
