This position supervises/manages a team of HR Specialists.

We encourage you to read this entire vacancy announcement prior to submitting your application.As a Supervisory Human Resources Specialist, GS-0201-14, you will be responsible for:• Provides direct consultation to the servicing principal offices' to the fullest extent, on the development of recruitment strategies in order to attract, recruit, hire, develop, retain, engage and motivate a diverse, results-oriented andhigh performing workforce within ED.• Serves as the agency's recruitment, placement and classification expert, rendering decisions on classification actions; qualification determinations; and merit promotion and delegated examining activities within the division's purview.• Supervises a team of HR Specialists and Assistants responsible for the full range of recruitment, staffing and classification operational functions.• Plans and schedules the work to be accomplished by the team and set priorities based on schedules and work to be completed. Identifies and resolves problems; assesses overall effectiveness, efficiency and productivity of team.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-14, if you possess the specialize experience.Specialized Experience for the GS-14One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:1. Experience working with and providing oversight or training to HR Specialist in the federal Human Resources (HR) program areas of Recruitment and Staffing. 2. Experience monitoring HR work assignments through dashboards, reports and/or trackers to successfully manage workloads ensuring that they meet and/or exceed required timelines.3. Experience servicing as a technical authority and advising senior officials on complex human resources programs: staffing, recruitment and special hiring authorities.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Skill in advising senior management on position management, staffing and placement, concepts and practices and developing and/or implementing a robust strategic focus plan to conduct effective recruitment strategies within the agency.2. Knowledge of federal human resources (HR) position classification, staffing and recruitment laws and regulations.3. Ability to effectively manage staff and recommend trainings based on developmental needs, identify and assesses overall effectiveness, efficiency and productivity of the team.
