You will serve as a Financial Management Analyst in the Funds Execution Division of NAVFAC SOUTHWEST.

Duties
You will implement legal and regulatory controls over approved budgets and provide advice on effective and efficient methods for the acquisition and use of funds.
You will assist in validating financial data using well-established accounting and budgetary principles and practices.
You will perform or advise on work in any of the phases or systems of budget administration.
You will analyze current processes; make recommendations and assist with process improvements and innovations.
You will ensure new processes are utilized and tracked; and summarize results through management reports and briefs.
You will review and maintain FIAR/FMR compliant Standard Operating Procedures (SOPs).
You will provide query management and comprehensive excel/Advanna/COBRA/SABRS/SMARTS/CFMS/NAVY ERP (Command Financial Management System) reports to managers and supervisors in support of funds execution
You will analyze, review and interpret financial execution data and resolve variances
You will create/develop spreadsheets, pivot tables for financial analysis and presenting findings to Supervisor and Management. Utilize data analytic skills to analyze financial data in charts, graphs and tables.
You will communicate orally and in writing with program managers, senior managers, and management through preparation of reports, briefs, metrics, and other communication media such as telephone or emails.
You will provide financial advice and recommendations to customers and senior management.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level One certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising on any/all phases or systems of funds execution actions; 2) Performing analysis and presenting data using various analytical tools (e.g., Navy ERP Reporting, Advanna, Cobra, Microsoft Excel, PowerPoint, Word, Access, Sharepoint, etc.) or similar applications; 3) Analyzing financial data and supporting documentation to determine root causes of incorrect sales orders and/or purchase requisitions and provide recommendations/resolutions. 4) Create/develop spreadsheets, pivot tables for financial analysis and presenting findings to Supervisor and Management. Utilize data analytic skills to analyze financial data in charts, graphs and tables; and 5) Ability to communicate information effectively, both orally and in writing for Financial Management Program.
For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in validating financial data using well-established accounting and budgetary principles and practices; 2) Extracting funds execution reports using a financial management system(s) (e.g., funds management system, Navy Enterprise Resource Planning (N-ERP) system, or similar system) to review and analyze accounting records, forms, and/or reports; 3) Collecting financial data and making basic computations according to established standards; 4) Ability to communicate information effectively, both orally and in writing for Financial Management Program; and 5) Perform analysis using various analytical tools (e.g., Navy ERP Reporting, Advanna, Cobra, Microsoft Excel, PowerPoint, Word, etc.) or similar applications.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-11 Grade: Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
For the GS-09 Grade:Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
