This position is located in the Records and Archives Management Division, Office of Information Programs and Services, Deputy Assistant Secretary for Global Information Services. The incumbent will service as Program Manager in the Records and Archives Management Division, responsible for directing a staff and overseeing the implementation of Departmental policy.

Duties

Reviews and develops official IPS comments on Federal laws and regulations, Executive Orders and Departmental regulations and guidelines as they affect the Division's records management programs.. Oversees staff formulation of policies, goals, objectives, and strategies for the major record keeping and archives programs managed by the position. Manages wide range of complex analytical work undertaken to facilitate development and conduct of records management projects in RA that cover entire records management lifecycles. Carries out duties and responsibilities typical of a first level supervisory position in DOS in planning work to be accomplished by staff and establishing priorities for employees based on difficulties and requirements of the assignments. Represents Department and IPS at important conferences with Federal, State, and local agency officials, private industry entities and advocacy groups that are held to develop and negotiate solutions to complex records management problems and issues.

  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:  Experience participating in the development and implementation of records management policies or procedures. Experience analyzing and evaluating records management programs. Experience developing recommendations to senior management. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
