The American Battle Monuments Commission (ABMC) maintains facilities and personnel in 10 countries. The incumbent works for the Chief Information Officer (CIO) and serves as the American Battle Monuments Commission's (ABMC) Records Manager, Archivist, and technical expert on electronic and non-electronic records, and records information management issues and applications.

Duties

Serve as the ABMC's expert and primary contact on all matters related to the Records Management Program and Archival Program. Advise senior management, the General Counsel, and the Chief Information Officer on creation, and management of ABMC records, keeping senior management informed on current and projected operation requirements, issues, legislative, and regulatory matters. Build records management functionality into the ABMC enterprise and information architecture and to ensure that all ABMC information systems incorporate records management functionality appropriate to the records information assets they support. Establish rules of conduct to ensure that all personal information contained in any system of record is safeguarded and all organization personnel are trained and instructed to that level of effort. Serve as the ABMC liaison with the National Archives and Records Administration (NARA) including the Office of the Federal Register regarding ABMC related NARA issues. Certify and authenticate for ABMC copies of transcripts of books, records, papers, or documents required for use in a court proceeding or for any other official purpose, certifies official signatures and impresses the official seal of ABMC. Organize and coordinate a variety of training and briefing opportunities for ABMC new employees, senior management, information technology staff, and others in conformance with NARA regulations.

Qualifications

Time in Grade Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify. Specialized Experience: For the GS- 13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-12); or its non-Federal equivalent that demonstrates: planning, administering and/or coordinating major records management activities; directing a long range electronic records project, providing training on the principles and practices of electronic records and information management, and/or serving as a division or agency advisor on the taxonomy and metadata requirements for electronic records; and managing diverse records, such as electronic, paper, photographs, microforms, audiovisuals, and electronic media, in the scheduling, offsite storage coordination, and formulation and delivery of records life cycle training; building records management functionality into, coordinating to assure records management technology in use is consist with an enterprise and information architecture and to ensure that all information systems incorporate records management functionality appropriate to the records information assets they support; assisting staff in the development of electronic file plans to ensure conformance with NARA standards/guidance and appropriate national and international professional records/information management standards; developing, implementing, administering, and leading a comprehensive archival program; designing, developing, recommending, or implementing manual and/or automated electronic records management systems; designing, developing, recommending, or implementing manual and/or automated electronic archival management systems.
