This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Perform a full range of programming, planning, and/or analysis of budgetary operations for diverse operating programs with significant features of difficulty requiring knowledge/skill in the application of laws, regulations, policies and/or techniques of budgeting.
Duties
Generate transactions for funds distribution using the automated financial systems.
Advise managers on the availability of funds in different budget accounts which apply to their programs.
Create projects and Work Breakdown Structures (WBS) elements, internal orders, purchase orders for Military Interdepartmental Purchase Requests (MIPR) and miscellaneous payments, and changes and/or adjusts purchase requisitions.
Manage components of the supported unit fiscal management function.
Analyze organizational guidance in regard to areas such as the managed programs and budget.
Make recommendations to the supported unit Commander(s) on the distribution of funding and necessary reprogramming because of changing priorities, fund availability, and mission and readiness objectives.
Prepares a variety of reports covering the status of funds and advises program managers and other management officials on the availability of funds.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Financial Management Certification Level 2.
- Overtime work may be required on occasion.
- Secret clearance required.
- You will be required to provide proof of U.S. Citizenship.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- One year trial/probationary period may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. For GS-09 Level:
Specialized Experience:
One year of specialized experience which includes
1) assist with the formulation of budget requests; AND
2) prepare statements or reports to support budget proposals for review; AND
3) communicate with managers to develop proposed budget strategies.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education:
Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Cost Management.
OR
Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
For GS-11 Level:
Specialized Experience:
One year of specialized experience which includes
(1) analyzing budgetary problems in order to develop alternative methods of funding; AND
(2) executing transactions through an automated budget system such as the General Fund Enterprise Business System (GFEBS) to create sale orders; AND
(3) identifying short falls and trade-offs to recommend refunding distribution for a program.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, economics, and finance.
OR
Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
