Duty Location: Lakewood, CO
Duties
Act as the Reclamation-wide program coordinator for one of the water resources management programs within the WaterSMART umbrella. Lead Reclamation-wide teams to carry out the program and to make necessary improvements to ensure the program is meeting Reclamation and Department of Interior priorities.
Develop and coordinate issuance of program funding opportunity announcements; lead teams in review, ranking; and selection of applications for grant funding.
Prepare and manage the annual program budget including responding to inquiries with information and analysis, tracking expenditures, and reporting on accomplishments.
Develop policy, directives and standards, and guidelines for the program using Federal law, existing policies, and other requirements applicable to the program.
Reconcile conflicts between basic policies and program goals and provide substantive recommendations to management.
Conduct briefings for senior management, the Commissioner, and the Assistant Secretary on the results of selection processes and other issues related to the program.
Represent Reclamation in presentations to large groups of stakeholders and the public and serve as Reclamation's primary point of contact for the public for the program.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated at least 4 of the following 6 activities: (1) participating in management and coordination activities related to Reclamation's water resources management programs, including water efficiency, water reuse, drought resilience, watershed management, climate change, or aquatic ecosystem programs; (2) using analytical techniques to evaluate water resources management programs, policies, or requirements; (3) preparation of briefing documents for Reclamation's leadership; (4) preparing budget documents and information related to program accomplishments; (5) participating in the development or review of policy, directives and standards, or requirements such as funding criteria, related to water resources management programs; and (6) communicating with the public to explain or answer questions about programs or decisions made by Reclamation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 08/29/2024.
