You will serve as a FINANCIAL MANAGEMENT ANALYST for the NAVAL EDUCATION AND TRAINING COMMAND.
GS-12 Salary Range: $86,961-$113,047
GS-11 Salary Range: $72,553-$94,317
Duties
You will perform and advise on work in multiple phases of financial administration.
You will monitor and analyze program financial requirements and the associated execution providing input to the Comptroller on the prioritization of resources.
You will analyze organizational structures and associated work processes and provide recommendations for improvements with the goal of improving operational efficiency and effectiveness.
You will serve as the primary POC for the Comptroller for financial requirements associated with the Government Commercial Purchase Card (GCPC) program.
You will coordinate financial management policy reviews for the Comptroller including the impacts associated with new or revised regulations and practices.
You will provide ad hoc analytical and financial management support as needed for emergent requirements.
Requirements

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing Department of Defense Financial Improvement and Audit Readiness (FIAR) reporting requirements to ensure organizational audit readiness; 2) Analyzing financial management processes included in the Integrated Risk Management (IRM) program; 3) Executing financial requirements associated with the Government Commercial Purchase Card (GCPC) to include acting in the role as Approving Official (AO); and 4) Compiling data from multiple system to prepare reports and presentations for management regarding recommendations for improvement of financial programs.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting federal policies and regulations to assist in the analysis of financial program requirements and associated execution; 2) Assisting in the preparation of a financial audit to ensure organizational readiness; 3) Reviewing requirements associated with the Government Commercial Purchase Card (GCPC) to verify program compliance; and 4) Extracting data from multiple system to prepare reports regarding the status of financial programs.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
