You will serve as a LEAD FINANCIAL MANAGEMENT ANALYST in the BUSINESS AND FINANCIAL OPERATIONS DEPARTMENT, TECHNICAL OPERATIONS AND PRODUCT SUPPORT DIVISION, COMPTROLLER GROUP of NAVAIRWARCENAC DIV.

Duties

You will advise on work in budget administration with functions such as: formulation and defense of budget and estimates, reviewing and evaluating budget requests, and reporting obligations and expenditures. You will analyze and recommend costs and benefits of alternative methods of financial management of programs and operations. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities. You will lead a team or group of employees and communicate assignments, milestones, deadlines and timeframes for completion while providing appropriate problem solving methods and advice on work methods, procedures, etc. You will research, learn and apply qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying expert knowledge in the Navy Enterprise Resource Planning Tool to input and extract financial data for budget planning, formulation, execution, and providing analytical analysis to financial situations; 2) Executing funds and applying financial laws and regulations to provide advice on uses of funds; 3) Analyzing and interpreting financial data or related information to develop recommendations to correct gaps and conflicts in the data; 4) Preparing and reviewing reports, documentation, records, data and other materials to monitor and control obligations and expenditures; 5) Distributing work based on priorities, difficulty of assignments, and capabilities of employees to support customer financial requirements; 6) Providing advice to team members, participating in peer-to-peer learning and mentorship, and resolving team conflict.
