Duty Location: Lakewood, Colorado
Duties
Develops and implements program procedures, provides leadership for program coordination and efficiency, and presents alternative approaches to diverse groups.
Identifies program improvements, participates on teams to update procedures, policies, and guidelines. Provides technical advice on problems concerning assigned programs and to justify new techniques and approaches; and to gain support at all levels for program effectiveness and organizational improvements.
Works in coordination with Public Affairs to prepare factsheets and other information to describe the program.
Serves as point of contact for the public for questions about the program and related issues and responds to congressional inquiries about the program.
Serves as an advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives.
Independently applies a broad range of quality improvement knowledge and experience to include: quantitative and qualitative measurement and analysis and customer satisfaction assessment and measurement.
Monitors program performance metric outcomes. Develops strategies for maintaining appropriate performance levels in support of agency initiatives.
Implements actions necessary to correct identified problem areas and follows through to ensure adjustments to program plans were made. Develops and implements program policies, plans, guidelines.
Reviews policy, legislation, guidance, budget requests, and correspondence to determine and communicate to management the impacts to the programs.
Conduct briefings for senior management and higher-level leadership on Policies, Directives and Standards, and proposed program improvements.
Represent organization in presentations to stakeholders and the public. Develops briefing papers on programs and issues.
Qualifications

To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated the following experience: supporting multi-disciplinary teams; participating in interpreting policy or guidelines for a program; assisting in development of budgets, analyzing data to identify program improvements and assisting with monitoring the effectiveness of a program, and supporting communication of program changes and issues to internal and external stakeholders
To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated the following experience: leading and supporting multi-disciplinary teams; developing policies and/or guidelines for a program; making recommendations on policy changes; identifying key performance metrics to assess program effectiveness, using that information to recommend, implement and track program improvements; developing budget requests; and developing clear and concise communication materials regarding program changes and issues for internal and external stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
