This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as the Action Officer for foreign countries responsible for the total managing of Foreign Military Sales (FMS) programs which involves the continual development, planning, coordination, implementation, and monitoring of all requirements/programs for the foreign countries.

Duties

Establish and maintains liaison with the various DA/DOD agencies involved in matters relating to program planning, logistics management, and related program management activities of the assigned FMS cases. Plan and recommend control methods to be used, which will ensure management practices are implemented. Determines requirements and initiates action to secure, augment, or adjust appropriate authority required for accomplishment of program objectives. Monitor for the FMS customer(s), the receipt and issue of funds on a timely basis in a manner that precludes over-distribution, and assures prompt funding of vital programs. Maintain production status reports for contractor performance as related to the foreign program necessary to keep the Project Manager and Director, International Programs, Tactical Aviation and Ground Munitions apprised of interface problems.

• This is an Army Acquisition, Logistics and Technology Workforce position.
• Selectee must meet the DoDI 5000.66 requirements applicable to the Career Category of Program Management and Practitioner Career Level Certification must be met within 60 months.
• This position requires temporary duty (TDY) travel up to 30% of the time.
• Incumbent is required to submit a Financial Disclosure Statement, OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
• This position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.

One year of specialized experience which includes: 1) Having detailed and comprehensive knowledge of the Foreign Military Sales (FMS) programs, policies, and regulations; 2) Awareness of Interoperability between US and foreign customers of a major weapon system; 3) Experience providing some of the following: peer reviews, quality assurance, standardization, technical evaluations, pricing letters, case management or Sensitivity Statements. This typically includes work performed at the next lower grade/level NH-02 (GS-11) position in the federal service
